NASCAR has tightened Rookie of the Year eligibility across its national series, and Corey Heim has already run past the Cup Series cutoff. Under the new rules, a driver can have no more than 12 Cup starts before the season in which he wants to declare rookie eligibility. The bar is 10 starts in the O’Reilly Auto Parts Series and eight in the Craftsman Truck Series. NASCAR also added another step to the process. A driver moving into a series full time does not become rookie-eligible automatically. The team must apply, and NASCAR must approve the request.
The changes create a clear line for drivers trying to enter rookie competition. Cup drivers have the highest start limit, but the number still leaves little room for a part-time schedule to grow. The O’Reilly Auto Parts Series and Craftsman Truck Series have lower thresholds, which makes early starts even more important for a driver hoping to keep rookie status intact. That structure matters for anyone building toward a full-time ride. It also means the timing of a declaration can matter as much as the move up the ladder itself.
Cup start limits
Heim is already outside that Cup window. He has 15 Cup starts, which puts him three over the 12-start limit. His total includes three starts in 2024, four in 2025 and eight so far in 2026. That is why he will not be eligible for NASCAR Cup Series Rookie of the Year honors in 2027. He also is out for the 2026 award because he did not declare for Cup points.
NASCAR vice president of racing communications Mike Forde said Heim could have applied for rookie eligibility this year, but he did not. That detail matters because it shows the issue is not only the number of starts. The declaration process itself now carries weight. A driver can stay active in the series and still miss the rookie window if the paperwork is never filed or approved. In Heim’s case, the combination of his start total and his points decision leaves no path to rookie status in Cup next season.
The 15-start mark gives the story its edge. Heim crossed the threshold through a series of partial schedules, then ran into the new eligibility limit once NASCAR put a cap on starts before rookie declaration. The rule is simple. The timing around it is not.
Heim 2027 move
Heim is still headed for a full-time Cup ride with 23XI Racing in 2027. That move gives him a clear landing spot at NASCAR’s top level, even if rookie honors are off the table. The team move and the eligibility rule now sit side by side. One opens the next step in his career. The other closes the door on a rookie campaign in Cup.
Forde said Heim has four races left on his schedule this season. Those starts will add to a Cup total that already stands at 15. Heim’s path to more Cup experience remains intact. His path to rookie eligibility in the series does not. Under the new rules, the count is already too high, and the missed Cup-points declaration for 2026 removes the remaining opening for next season.
The situation leaves Heim in a straightforward position. He is moving into a full-time Cup seat with 23XI Racing in 2027, but he will do it as an experienced driver rather than a rookie candidate. NASCAR’s revised system has put a hard boundary around that designation, and Heim has crossed it.
